AGR in 2D?

ARPS AGR does not have special treatment for 2D configuration.
you may be able to do so by using a small ny value and ensure that
there is no y gradient. AGR does not allow the nested grid boundary
getting too close to the outer boundary (a restriction can can be relaxed)
and does not support different nesting ratio is x and y direction.

It's true that AGR has not been updated for version 5.
