hdf.f90 is an include file for HDF library (note that it is not HDF5). Please visity http://hdf.ncsa.uiuc.edu/hdf4.html. If your customers do not want to use HDF data format, they can issue command "makearps -io nohdf arps" to avoid connecting with HDF library. Then ARPS will only have binary data I/O capability.

Subject: one question about ARPS
Dear Sir/Madam, I am from IBM and supporting our HPC customers in China. Many meterological organizations are using IBM products, such as SP or pSeries, here, and some customers are looking into the ARPS. They met one problem when installing ARPS on IBM pSeries with AIX. After issueing "makearps arps" command, system showed "hdf.f90 could not be found". Is it a standard library? Where they should get it from? Which version should be used?
Your reply will be very appreciated.
Nice Day!
