[ARPSSUPPORT] NETCDF

Kevin,

I gzipped it before sending. Thanks for checking the file. Now I know 
for sure that the problem is from idv. Like you said it is a valid ncdf 
file. But it seems that the new version of idv still has the missing 
ARPS compatibility library. Will contact idv for that.
